MSEC Reform: Ukrainians Can Record the Assessment Process, but There Is a Nuance.


Ukraine is implementing a new approach to assessing the functioning of people with disabilities. Instead of the old medical and social expert commissions, special groups of expert doctors now evaluate how well a person can manage everyday tasks.
As part of the new approach, patients and medical institutions have the right to record the assessment procedures. However, there are certain rules that must be followed. The patient and the hospital have the right to conduct audio and video recording of the assessment process, but such recording must be used solely for clarifying objective circumstances. Public posting of the recording without the consent of the parties is a violation of the law and human rights.
Patients are allowed to bring a trusted person as a representative during the examination. If a person is not satisfied with the decision of the expert team, they can file an appeal within 40 days. Complaints are reviewed by a special body - the Center for the Assessment of Functional State of Individuals.
According to the Ministry of Health, over 1,500 expert teams have already been established, involving about 6,000 doctors. These teams operate in 290 medical institutions across the country and have already reviewed over 10,000 cases.
It is important to maintain order and respect from both sides during the assessment. Pressure, insults, threats, or aggressive behavior are unacceptable and violate ethical standards, harming effective interaction, said the Ministry of Health.
Submitting a complaint is simple and accessible. It can be submitted in both electronic and paper form. To submit an electronic complaint, the patient needs to consult the doctor who referred them for the assessment, and in paper form, send the complaint to the Center for the Assessment of Functional State of Individuals by mail.
