Not all Ukrainians will receive 'Zelensky's thousand': who will be unlucky.

Zelensky announced a one-Time financial aid
From December 1, Ukrainians will be able to receive a one-time financial aid of 1000 hryvnias. This was reported by the President of Ukraine, Volodymyr Zelensky.
According to Deputy Minister of Economy Oleksiy Sobolev, the payments will be made to the 'National Cashback' card - a virtual card that can be opened through the 'Diia' application.
The 'eSupport' program envisages the payment of 1000 hryvnias to up to 15 million people, but refugees abroad will not be eligible for this assistance. Their payments will be processed after the verification of their location.
Funds for 'eSupport' will be spent by mid-November
The government plans to legally formalize the 'eSupport' program by mid-November so that people have enough time before December 1 to apply for the 'National Cashback' cards.
The funds for the implementation of this program were found with the 'Servant of the People'.
