Utilities at Half Price - Who Is Entitled to Discounts in July.

In Ukraine, some citizens can receive a discount on utility payments. The size of the benefit depends on the category - it can be 25%, 50%, or even complete exemption from payment.

Large Families

Families raising three or more children are entitled to a 50% discount on utility payments. This benefit covers housing costs (within the established area norms), utilities, as well as the purchase of solid or liquid fuel for heating.

But there is a condition - the average monthly income of the family per household member over the last six months must not exceed 4,240 UAH (the norm for 2025).

Military and Their Families

According to information from the government, military personnel and their family members are also entitled to benefits. In 2025, discounts can be arranged for:

• Combat participants - 50%.
• Participants in hostilities - 75% discount.
• Family members of deceased military personnel - 50%.
• Persons with disabilities due to military actions - complete exemption (100%).

The benefit extends to the payment of utility services, including gas, garbage disposal, and management of apartment buildings.

Pensioners and Other Beneficiaries

Pensioners who previously worked as teachers, medical professionals, or librarians in rural areas can receive a 100% discount on utilities. Also exempt from payment are:

1. Employees of museums and cultural institutions in villages;
2. Certain victims of Nazi persecution;
3. Widows or widowers of Chernobyl disaster liquidators, their guardians.

In 2025, those classified as 'children of the war' may receive a 25% discount.

Previously, we reported that the state provides significant support to military personnel, including in the form of benefits for combat participants and their families. However, not every family member of a defender can claim such privileges.
